Assistance to Individuals:

"(a) To give information, advice and support to individuals under the Race Relations Act 1976, the Race Relations Amendment Act 2000, who experience racism in circumstances where such information, advice and support are not readily obtainable from other local agencies." (NNREC Constitution)

NNREC's main area of work is in relation to complaints of racial discrimination in service provision or employment and/or racial harassment. NNREC will investigate complaints of racism on behalf of individuals and community groups.

For an initial case file to be opened, individuals may contact the NNREC to report a complaint of racism and make an appointment with the Race Equality Officer (REO) should they wish to pursue the complaint.

The legal time-scale requirements for registering a complaint under the Race Relations Act 1976; to employment tribunal is 3 months, less one day from the incident date. In service provision under the Race Relations Act 1976, complaints to County Court must be lodged within 6 months, less one day.

The REO is remitted to handle all case work and complaints of racism. However, NNREC does not have a remit to represent people in court or employment tribunal. Should the complainant employ a solicitor or be represented by a trade union or other legal advisor, the REO will work with the solicitor in an expert advisory role with regard to any elements of racism in the case.

In cases where children are involved and other agencies may also be involved in the circumstances surrounding the complaint, the REO will follow the Norfolk Multi-Agency Protocol. A case conference inviting representatives from the relevant areas of concern, the parents and child to resolve the issues are detailed in the multi-agency framework. A case conference may include representatives from social services, child welfare, housing , LEA and Education Advisory Officer and headmaster of the child's school.

TRAINING

Although the NNREC does not list training as a key organisational remit, we can offer training input within the particular expertise of tackling rural racism, race equality and promoting good race relations between all racial groups.

NNREC provides specific race equality policy advice and has the responsibility to audit and monitor the implementation of the Race Relations Act 1976, as amended in 2000. As an organisation which promotes the 'fit for purpose' approach, NNREC works toward excellence in meeting the Commission for Racial Equality Core Standards for RECs and meets the Community Legal Services Commission Quality Mark for general help / information.
